Universal Orlando & Orange County End Outdoor Face Mask Mandate
It’s been a big week for Walt Disney World health safety protocol and rule relaxation news, and before Daniel Craig introduces the weekend, we have yet another significant development out of Orange County, Florida–and at Universal Orlando! This post we’ll cover the details and offer our commentary about the changes.
Let’s start with a brief recap of the myriad recent changes you might’ve missed. Starting most recently, yesterday the CDC issued new mask guidance for fully vaccinated individuals that effectively ended outdoor masking and most indoor masking except in crowded settings.
Only a few hours after that, the Walt Disney Company held its quarterly earnings call. During the question & answer segment, CEO Bob Chapek was asked about attendance limits. In response, he said that Walt Disney World has already started to raise capacity caps based on past guidance from the CDC and Florida. He also intimated that face mask rules will soon be relaxed at Walt Disney World, calling the aforementioned new CDC guidance “very big news…particularly if anybody’s been in Florida in the middle of the summer with a mask on. That could be quite daunting.”
As a result of the updated CDC guidance, many state and city leaders have been scrambling to update their face mask mandates. A number of governors, including those in Kentucky, Oregon, Washington, Nevada, and Illinois immediately implemented the changes. Other officials, including those in Connecticut, Colorado, Vermont, and even California announced that they would have update rules and guidelines in the coming days.
Florida is obviously a bit of a different story. There was never a statewide mask mandate, the state fully reopened last fall, and the governor suspended all local emergency rules last week. On a local level, just a couple weeks ago the Orange County that Walt Disney World calls home laid out a three phased plan to phase out all health safety measures.
On Friday afternoon, Mayor Jerry Demings held a press conference and announced a milestone in that plan…
During that press conference, Mayor Demings revealed that over 50% of Orange County’s population age 16+ has received their first dose of the vaccine. This triggers the second phase of the plan.
This means that the face mask mandate for outdoors is lifted for all individuals, physical distancing of at least 3 feet between groups is encouraged, and face masks are still required indoors, except when eating or drinking.
Orange County facilities open to the public will follow CDC guidelines and allow fully vaccinated people and staff to go without masks, but the county will still require social distancing of 3 feet.
Additionally, the county’s two-week rolling test positivity rate is 5.7%. That doesn’t result in any meaningful changes today, but it’s a significant drop from where it was when the plan was first announced.
At the present pace, the positivity rate could hit 5% by Memorial Day. That is significant, as phase 3 is triggered by a 70% vaccination rate or 5% test positivity rate. It’s highly likely–if not certain–that the test positivity threshold will be reached far sooner than the vaccination goal.
As a reminder, phase 3 is the end of all health mandates. Rules, mandates, and guidance in Orange County would go back to normal, pre-March of last year.
It’ll be interesting to see what, if anything, Walt Disney World and Universal Orlando do with Orange County lifting its outdoor face mask mandate. It’s pretty much a foregone conclusion at this point that both will be changing their rules before summer; this is yet another obstacle removed for that.
As we’ve pointed out countless times now, Orange County’s rules are significant as they establish the earliest possible timeframes for Walt Disney World to relax or lift its own health safety protocol. This means that outdoor face mask mandates could be relaxed in the parks immediately, and attendance caps increased.
UPDATE: Simultaneous with Orange County’s press conference, Universal Orlando modified its rules with the header: New Safety Guidelines: Getting Closer to Normal.
Here’s the official text of new face mask rule at Universal Orlando: “We’re excited to enhance your Universal experience with the latest safety updates from local health and government officials.
- Face coverings are not mandatory while outdoors.
- Face coverings are still required in all indoor locations including shops and restaurants.
- Face coverings are required at all attractions–from the moment the queue begins until the exit of the experience.
- Guests must still provide their own face covering.
- Social Distancing between travel parties remains at three feet (1 meter).”
This should not be construed to mean Walt Disney World will lift its outdoor face mask rules simultaneous with Orange County—just that now they can do so. We strongly suspect Walt Disney World will follow the lead of Orange County because it’s advantageous to do so and now both the county and the CDC have given the company “cover” for the decision.
Ultimately, a face mask change is on the horizon for Walt Disney World, almost certainly before Memorial Day and likely much, much sooner. At this point, it’s really a matter of when, not if. (We waited around until after the close of business before publishing just to make sure Disney didn’t “take out the trash” with a Friday afternoon statement. Nothing yet!) Beyond that, specifics are also unknown, but we’re betting that Walt Disney World goes with something conservative and carefully crafted (a la Universal) and not like the Hershey Park rule change, for example. We’ll keep you posted!

Great news! Today has been a great day for moving to living a normal life. It is sad seeing other countries doubling down on crazy stuff though.

I live about an hour from Hersheypark and their rides, unlike Disney and Universal, are all outdoors. The risk of getting covid from someone while outside is incredibly low so idk why people are so bent out of shape with the new policy.
Just to clarify: I’m not bent out of shape by Herseypark’s policy. At this point, I’m fine with passing the buck to guests and letting them make decisions on mitigation based upon personal risk tolerance and considerations.
All I’m saying is that I would not expect Disney or Universal to do that.
Thanks for the continued updates. A lot happening quickly. I’m glad the outdoors masking is going the way of the yeti. I wonder about kids under 12 though since they can’t even be vaccinated if they and their parents wanted them to be. How does that impact policy? Are all kids going to have to wear masks while adults go massless?
Universal’s policy does not distinguish based on age or vaccination status. Expect Disney’s policy to be almost identical to this.

I would think WDW won’t stay far behind universal. I’m hoping Disneyland gets some changes too but I know we have to wait on newsom first. So excited to get back to normal life!
With the possibility of increased capacity at Walt Disney World, and loosening restrictions do you think we will we see the return of FastPasses and character meet and greets? I’m planning a trip in the beginning of August, if crowd/capacities return to more normal levels I can’t see waiting all day in line just to ride a few rides. Fast passes are almost a necessity to get your money’s worth.
I found Hershey’s website and you’re right, it looks like “the rule is, there is no rule” it’s the honor system. I’m just curious how WDW & US will actually have rules, since you think they won’t be like Hershey. How do they get around DeSantis’ passport ban?
Thank you for the detailed updates! While we don’t mind following all of the precautions in place, it is refreshing to see some protocol changes towards “normalcy” and a decline in positivity rates. I’ll be interested to see how this affects open resorts/dining/shows and restaurant capacity – and how quickly Disney will make those adjustments? I assume they already have a game plan queued up (that’s as detailed as the Apollo 13 crisis management plan), but how will this impact their overall timelines?
If Gov DeSantis suspended all local covid orders, how is Orange County still able to have any restrictions at all? Or is this just essentially voluntary with no enforcement?
A mix of voluntary with no enforcement and large businesses recognizing it behooves them to “play nice” with the counties where they’re located.
I read the link to the Hershey Park. Sounds like they’re lifting mask requirements for vaxxed folks. Idk PA’s rules regarding proof of vaccination but since the vaccine passports are banned in FL I’m wondering how they plan to differentiate vax/ non vax, or how you came to that prediction ?
Sorry, the writing there was a bit clunky. My prediction is that Walt Disney World’s approach will NOT be like Hershey Park’s, it’ll be like Universal’s. The operative part of Hershey’s rule is “we will rely on our guests to accurately follow the guidelines based on their vaccination status.”
The subtext there is that the rule is no rule. It differentiates between vaccinated and unvaccinated in a wink and nod sorta way. Disney and Universal won’t do that.
BTW, love the paragraph at the end. Giving people a meaningful and more productive way to express their thoughts and feelings is a great way to reduce the stupid internet outrage and division that comes from up. Often people just want to heard, and unfortunately the internet gives them that feeling even if it is erroraneous.
That’s the goal!
Also have no problem with people expressing their perspective about how this impacts them personally (“I won’t visit/will visit because of this, and here’s why…”), but it crosses a line when people attempt to ‘force’ their beliefs onto others and/or are courting arguments.

I can’t imagine Disney can go very long without copying Universal’s policy. Guest satisfaction, employee satisfaction, and the revenue consequences that ultimately follow those pretty much demands it.
